Can you deliver and swap outside business hours?

Why can I not just use the city bulk pickup for a tenant improvement?
Because it will be refused. Mesa bulk item collection is appointment-based and paid, and the published exclusions are specific: no appliances, no construction or home remodelling materials, no tires, no hazardous waste and nothing over 60 lbs. A fit-out produces ceiling grid, flooring, fixtures, drywall and millwork, which is remodelling material by definition. There is also a trip charge if the pile is not acceptable when the truck arrives. Check current terms with the City of Mesa, but plan on a roll-off for anything a contractor touched.
Do I need a permit to set a container in a parking space or a street?
A container on private property that you or your landlord control is straightforward. A container occupying a public street, a travel lane or a sidewalk is a different matter: restricting a public way in Mesa requires a City of Mesa Temporary Traffic Control, or barricade, permit, on 480-644-4882 or barricade@mesaaz.gov. Mesa traffic control guidance is explicit that a restriction may not be left in place solely to store equipment, supplies or debris, so a lane closure is not a parking space for a box. Requirements change, so confirm for your address before delivery day.
What cannot go in a commercial container?
No liquid paint, solvents, fuel, motor oil, batteries, tires or propane cylinders, no refrigerant-bearing equipment until it has been evacuated and tagged by a certified technician, and nothing containing asbestos. Pre-1980 buildings along Main Street and the Broadway corridor routinely hide asbestos in floor tile and black mastic, pipe wrap and textured ceilings, and that is the one that stops a demolition mid-morning. Grease and food waste stay in your existing service. The Mesa household hazardous materials facility is for residents only and prohibits business waste, so commercial chemicals need a licensed hauler.
