Dobson Ranch is west Mesa and it is one of the oldest master-planned communities in the state, laid out in the early 1970s around a chain of man-made lakes. It is still Mesa — city services, city permits, the whole city rulebook — but it feels like a separate town because it was designed as one, with its own association, its own golf course and a street pattern of loops and cul-de-sacs rather than the mile grid. We come across on US-60 and up Dobson Road, about twenty-five minutes.

The housing is almost entirely 1970s and early 1980s and that dates it precisely for our purposes. Low-pitched roofs, many originally wood shake and long since converted to concrete tile, which is a heavier load on a structure never designed for it. Single and two-car garages with drives that are narrower than anything built after 1990. Slump block and painted block exteriors. Big lots by modern standards, and mature landscaping that has had fifty years to grow — olive, citrus, eucalyptus, oleander hedges and date palms that are now well above the roofline. This was also the first big wave of backyard pools in Mesa, which means most of those pools are now on their second or third resurface, and some are coming out altogether.

So the work here is the work of a fifty-year-old neighborhood. Original kitchens and hall baths finally coming out. Second and third tile roofs. Pool demolition and deck removal, which is gunite, concrete and caliche. Overgrown landscaping being reduced — a mature date palm or a fifty-year-old eucalyptus produces a startling amount of material. Estate cleanouts as original owners move on. And because these houses are slab-on-grade like every house in Mesa, the accumulated contents of half a century are in the garage, the attic hatch, the patio and the shed, not a basement.

Dobson Ranch is a City of Mesa address, so the city’s solid waste picture is the starting point and it is genuinely useful here. Black and blue barrels weekly. The green yard-waste barrel is opt-in and paid, $8.27 a month with a six-month minimum, and it bans palm fronds, oleander trimmings, cacti, citrus fruit, rock and gravel, lumber and concrete — which is nearly everything a mature Dobson Ranch yard generates. Bulk collection is appointment-based from $31.00 a load and refuses construction and remodelling materials outright, with a $31.00 trip charge if the pile is not ready. The city’s self-haul option gives Mesa customers 2,000 pounds once a calendar month for $15, and one pool deck or one tile roof passes that in a few wheelbarrows. Details at mesaaz.gov. Physically the constraint is the 1970s driveway. Many are barely wide enough for the box and the walk-past, and the mature landscaping overhead is the bigger problem — we need vertical clearance above the truck to raise the hoist arm, and we will not cut a limb to make a delivery fit. Tell us about low olive or palm on the approach when you book. The association sets placement and duration rules for a good part of the community, so check before we schedule. Getting a truck to you

US-60 west to Dobson Road and north is the standard run, about twenty-five minutes from the yard. Southern Avenue and Baseline Road are the surface alternatives and they are often no slower off-peak. Alma School Road south from Main covers the north end. Inside the community the street pattern is loops and cul-de-sacs rather than a grid, so we want the actual address rather than a nearest cross street. Before we book we need the driveway width, what is overhead on the approach, whether the association covers your street, and whether the load is remodel debris, roofing, pool demolition or green waste.

Permits, streets and placement in Dobson Ranch

On a private driveway in Dobson Ranch you generally do not need a permit at all. Placement in the public street or right-of-way is a different matter, and here the requirement follows the address rather than the county: in Mesa a street placement needs a City of Mesa Temporary Traffic Control (barricade) permit — 480-644-4882, barricade@mesaaz.gov — and Gilbert, Chandler, Tempe, Scottsdale, Queen Creek, Paradise Valley and Apache Junction each run their own equivalent desk with their own form and lead time. Where the road is a state route, ADOT is the authority instead of the city. Sidewalks and alleys stay clear either way, and in the HOA and master-planned parts of Dobson Ranch the CC&Rs commonly decide where a container may sit and for how many days, so check with the association first. Sort the approval before you book the delivery. It is a ten-minute call that saves a week.

Dust and asbestos are handled at county level: across Maricopa County that is Maricopa County Air Quality — Rule 310 for fugitive dust, with a permit required once you disturb 0.10 acre (4,356 square feet) and loads leaving covered with at least three inches of freeboard, and Rule 370 for asbestos, which wants notification at least ten business days before any demolition or renovation and applies whether asbestos is present or not. For addresses over the line in Pinal County the asbestos programme runs through ADEQ instead.
