The Town of Paradise Valley is a genuinely unusual place to work and worth understanding before you book anything. It incorporated in 1961 specifically to protect large-lot residential zoning, it has essentially no commercial development outside its resorts, and it has kept a one-acre minimum across most of the town ever since. The result is a few square miles of very large properties wrapped around Camelback Mountain and Mummy Mountain, with its own town hall, its own building and permit department and its own police, none of it shared with Phoenix or Scottsdale, which surround it on all sides.

Housing spans from 1950s and 1960s low block ranch on the flat ground — a lot of it now being remodelled heavily or scraped and rebuilt — through 1970s and 1980s custom houses on the mountain slopes, to current custom construction. Roofs are a mix of tile, flat and low-slope, and the flat roofs on the mid-century houses are heavier and more awkward than anything else in this market. Landscaping is mature and irrigated in a way the rest of the valley is not: olive, citrus, date palm, eucalyptus and bougainvillea, often decades old and often very large.

Our work here is remodel, teardown and estate, at a scale that is different from a subdivision job. A whole-house gut on a one-acre property produces multiple container loads over weeks rather than a single box for a weekend. Pool demolition and rebuild is common and heavy. Landscape rebuilds move boulder, granite, flagstone and mature tree material. Tennis courts and long paver drives come out. It is all slab-on-grade — there is no basement even in the biggest of these houses — so the volume in a cleanout is garage, guest house, patio and shed, not a lower floor.

Paradise Valley runs a tighter rulebook than anywhere else we serve, and the sensible approach is to assume nothing carries over from Mesa or Scottsdale. The town has its own building and permit department and its own right-of-way rules, and the streets are largely residential with no shoulders, so a container sitting in the roadway is not something to arrange casually — ask the town first. On private property the town’s own approvals and any construction management requirements attached to your building permit are what govern. Practically, most sets here go well inside the property, and that is its own problem: long paver and flagstone drives, gates that need codes, circular turnarounds with a planted island in the middle, and mature olive and palm with limbs low over the approach. We need vertical clearance above the truck to raise the hoist arm, not just clearance for the box, and we will not cut a limb to make a delivery work. Send photos or let us scout. Maricopa County Air Quality still governs dust and asbestos: Rule 310 dust control permit at a tenth of an acre disturbed, which a whole-lot landscape rebuild crosses easily, three inches of freeboard and a tarp on every load, and a stop-work obligation when wind carries visible dust over the line — and on a one-acre property that line is your neighbour’s. Pre-1980 houses need asbestos notification through the county ten business days ahead, and a demolition notification is required whether or not asbestos is present.

Getting a truck to you

Loop 202 Red Mountain west to Loop 101 Pima north, west on Shea and down Tatum is the usual line, about forty minutes. For the southern half we come across McDowell to Scottsdale Road and up to Lincoln Drive instead. Indian Bend Road west off the 101 serves the middle. Before booking we need the gate code, the surface and length of the drive, whether it is pavers or flagstone, what is overhead, where inside the property the container is to sit, and whether the town or your builder has attached any placement conditions to the permit. On a large-lot job we also want to know how much bare ground the work will expose.

Permits, streets and placement in Paradise Valley

On a private driveway in Paradise Valley you generally do not need a permit at all. Placement in the public street or right-of-way is a different matter, and here the requirement follows the address rather than the county: in Mesa a street placement needs a City of Mesa Temporary Traffic Control (barricade) permit — 480-644-4882, barricade@mesaaz.gov — and Gilbert, Chandler, Tempe, Scottsdale, Queen Creek, Paradise Valley and Apache Junction each run their own equivalent desk with their own form and lead time. Where the road is a state route, ADOT is the authority instead of the city. Sidewalks and alleys stay clear either way, and in the HOA and master-planned parts of Paradise Valley the CC&Rs commonly decide where a container may sit and for how many days, so check with the association first. Sort the approval before you book the delivery. It is a ten-minute call that saves a week.

Two more rules reach every job we run. Dust and asbestos are handled at county level: across Maricopa County that is Maricopa County Air Quality — Rule 310 for fugitive dust, with a permit required once you disturb 0.10 acre (4,356 square feet) and loads leaving covered with at least three inches of freeboard, and Rule 370 for asbestos, which wants notification at least ten business days before any demolition or renovation and applies whether asbestos is present or not. For addresses over the line in Pinal County the asbestos programme runs through ADEQ instead.
