San Tan Valley is the longest regular run on our board. It is roughly forty-five minutes each way from the yard, it is unincorporated Pinal County, and it is not a city at all — it is a very large collection of subdivisions and acreage with no municipal government, no city permit counter and no city solid waste utility. People find that hard to believe until they need something. Everything county-level goes through Pinal, and Maricopa County’s rules, which govern all of Mesa and most of our territory, stop at the line well to the north.

The build-out here happened fast and mostly between about 2000 and the present. Johnson Ranch, Circle Cross Ranch, Copper Basin, Castlegate, Encanterra and a dozen more went up as complete communities on what had been desert and farm ground, so the housing is uniform in a way older places are not: stucco, concrete tile, block property walls, two and three car drives, front and back yards in decorative granite, and an HOA over nearly all of it. Between and around the subdivisions there is still genuine acreage — horse property, shops, older manufactured homes on parcels, and out there septic tanks, drain fields and well heads are ordinary rather than unusual.

Twenty-odd years in, the whole place is arriving at first refresh at once. Original builder-grade kitchens and baths are coming out, the first tile roofs are being looked at, builder rock is being replaced with pavers and turf, and the pools that went in with the houses are being resurfaced or removed. That produces exactly the debris this valley is worst at: concrete tile, decorative granite, caliche, block wall and gunite. Slab-on-grade throughout, no basements, no crawlspaces, so a whole-house cleanout here is the garage, the attic and the shed and nothing more.

What we know about working in San Tan Valley

Because San Tan Valley is unincorporated, the questions people ask about permits usually have a different answer than they expect. There is no city right-of-way desk; county roads and county requirements run through pinal.gov, and Pinal operates its own fugitive dust and air quality programme rather than the Maricopa County Rule 310 regime that covers Mesa and the rest of the East Valley. We tarp and keep freeboard on every load either way. What governs most residential jobs here in practice is the HOA. These associations are active, the CC&Rs commonly set both where a container may sit and how many days it may stay, and a few require written approval in advance. Get that first — a delivery turned away at the gate costs everybody a morning. Placement in the subdivisions is otherwise easy: wide new concrete drives, generous setbacks, and enough street width that we rarely need anything unusual. Boards go down regardless, because a summer afternoon at 110 degrees or more will soften an asphalt apron and a loaded box leaves a mark. On acreage the picture changes entirely: long decomposed granite drives that rut when wet, gates that are narrower than they look, and septic systems and well heads that a loaded truck must stay well away from. Mark them. Distance matters too — at forty-five minutes each way we schedule San Tan Valley in blocks, so booking a day or two ahead gets you a much better window than calling at nine for a same-morning drop.

Getting a truck to you

Ellsworth Road south to Hunt Highway is the main run, about forty-five minutes from the yard. Ironwood Drive off US-60 at Apache Junction is the better line for the north and east side, and Gantzel out of Queen Creek serves the middle. Hunt Highway itself carries most of the local traffic and it backs up at the school run. Because of the distance we ask for a day or two of notice where possible and we schedule this area in blocks. Before booking we want the community name and HOA rules, the drive surface, gate width, whether there is septic or a well on the parcel, and what the load actually is.

Permits, streets and placement in San Tan Valley

On a private driveway in San Tan Valley you generally do not need a permit at all. Placement in the public street or right-of-way is a different matter, and here the requirement follows the address rather than the county: in Mesa a street placement needs a City of Mesa Temporary Traffic Control (barricade) permit — 480-644-4882, barricade@mesaaz.gov — and Gilbert, Chandler, Tempe, Scottsdale, Queen Creek, Paradise Valley and Apache Junction each run their own equivalent desk with their own form and lead time. Where the road is a state route, ADOT is the authority instead of the city. Sidewalks and alleys stay clear either way, and in the HOA and master-planned parts of San Tan Valley the CC&Rs commonly decide where a container may sit and for how many days, so check with the association first. Sort the approval before you book the delivery. It is a ten-minute call that saves a week.

Two more rules reach every job we run. Dust and asbestos are handled at county level: across Maricopa County that is Maricopa County Air Quality — Rule 310 for fugitive dust, with a permit required once you disturb 0.10 acre (4,356 square feet) and loads leaving covered with at least three inches of freeboard, and Rule 370 for asbestos, which wants notification at least ten business days before any demolition or renovation and applies whether asbestos is present or not. For addresses over the line in Pinal County the asbestos programme runs through ADEQ instead.
