Sun Lakes is a single very large 55 and over community south of Chandler, unincorporated Maricopa County, spread across five country club neighborhoods with something over ten thousand homes between them. It is about forty minutes from the yard and it is unlike anywhere else we serve, because almost everything about the job — the timing, the size, the contents of the container — is set by the fact that the residents are retired and a large share of them are winter visitors.

The construction runs from the early 1970s through the early 2000s, in five distinct phases: Sun Lakes Country Club first, then Cottonwood, Palo Verde, Ironwood and Oakwood. The early phases are lower and flatter with carports and single-car drives and tile that replaced original shake. The later phases are the stucco-and-tile pattern the rest of the valley knows, with block walls and rock yards. Streets are narrow by design, golf carts share them, and the landscaping — olive, citrus, oleander and a great many date palms — has forty or fifty years on it in the older phases.

The calendar drives us more than the housing does. Residents arrive in October and the community fills. Through the winter we do downsizing, garage clear-outs and remodels, because that is when it is comfortable enough to work outside. Then March and April bring departures, sales and estates, and estate cleanout becomes the main line of work — a lifetime of contents out of a garage, a patio, an attic hatch and a shed, because none of these houses has a basement or a crawlspace under it. In the heat of July and August the community goes quiet and so do we. Plan a Sun Lakes cleanout for the cool half of the year if you have any choice about it.

What we know about working in Sun Lakes

Sun Lakes is unincorporated Maricopa County, not a city, and that catches people out constantly. There is no municipal solid waste utility of the kind Mesa runs, no city bulk collection to fall back on, and no access to Mesa’s household hazardous materials facility, which serves Mesa utility customers only. County-level matters go through maricopa.gov, and Maricopa County Air Quality still governs dust and asbestos exactly as it does in the cities. Rule 370 asbestos notification is worth taking seriously here because the early phases are old enough to carry floor tile and mastic, duct wrap and textured ceilings, and notification is due ten business days before a demolition or renovation whether or not asbestos is present. On the ground, the community associations are the real authority. They set where a container may go, how long it may stay and sometimes which day it may arrive, and they enforce it. Get approval before we schedule and give us the phase name and the street. Physically it is a careful job: narrow streets shared with golf carts, short single-car drives in the early phases, low carport roofs, and mature olive and date palm overhead that we need clearance under to raise the hoist arm. We commonly bring a 10 or a 15 here where a 20 would fit the debris but not the driveway. On estate work, keep hazardous material out of the box — paint, solvents, automotive fluids, batteries, propane and pool chemicals all have to go elsewhere, and PaintCare does not operate in Arizona.

Getting a truck to you

US-60 west to Loop 101 Price south, then down Arizona Avenue to Riggs Road — about forty minutes from the yard outside the peak. Alma School Road south is the all-surface alternative and it is not much slower off-peak. Loop 202 Santan works if we are coming from a Gilbert job. Before we book we need the phase and street, the association’s approval and day limit, the width of the drive, whether the house has a carport rather than a garage, and what is overhead. Streets here are narrow and shared with golf carts, so we also want to know the best time of day to be on them.

Permits, streets and placement in Sun Lakes

On a private driveway in Sun Lakes you generally do not need a permit at all. Placement in the public street or right-of-way is a different matter, and here the requirement follows the address rather than the county: in Mesa a street placement needs a City of Mesa Temporary Traffic Control (barricade) permit — 480-644-4882, barricade@mesaaz.gov — and Gilbert, Chandler, Tempe, Scottsdale, Queen Creek, Paradise Valley and Apache Junction each run their own equivalent desk with their own form and lead time. Where the road is a state route, ADOT is the authority instead of the city. Sidewalks and alleys stay clear either way, and in the HOA and master-planned parts of Sun Lakes the CC&Rs commonly decide where a container may sit and for how many days, so check with the association first. Sort the approval before you book the delivery. It is a ten-minute call that saves a week.

Two more rules reach every job we run. Dust and asbestos are handled at county level: across Maricopa County that is Maricopa County Air Quality — Rule 310 for fugitive dust, with a permit required once you disturb 0.10 acre (4,356 square feet) and loads leaving covered with at least three inches of freeboard, and Rule 370 for asbestos, which wants notification at least ten business days before any demolition or renovation and applies whether asbestos is present or not. For addresses over the line in Pinal County the asbestos programme runs through ADEQ instead.
