Fountain Hills is the run where the truck earns its keep. It sits up in the McDowell Mountains north-east of us, and there is no straight line to it from Mesa: either north on the Beeline Highway and east on Shea, or the long way round through Scottsdale, or the scenic route up the Bush Highway past Saguaro Lake if we are already out that way. Reckon forty minutes each way, more on a Saturday. The town is also hemmed in by other jurisdictions on nearly every side — Scottsdale to the west, the Salt River Pima-Maricopa Indian Community and the Fort McDowell Yavapai Nation adjoining it, and state and forest land beyond — which is worth knowing if a job runs anywhere near a boundary.

The town was laid out from 1970 as a planned development and built out slowly, which is why it reads as one place rather than a series of subdivisions. The housing is mostly 1980s through 2000s, stucco with concrete tile, and it is draped over hillsides. That is the operative fact. Lots are cut into slope, driveways climb or drop steeply from the street, several turn ninety degrees at the top, and washes run between and behind properties. Retaining walls, boulder outcrops and view fencing are everywhere. The newer hillside product up toward Adero Canyon and FireRock is the steepest of it.

The work follows the housing. First and second tile roofs, pool decks and pool demolition, hillside landscape rebuilds that generate boulder, decomposed granite and caliche in quantity, and kitchen and bath remodels in houses that are now thirty years old. Add the monsoon season between 15 June and 30 September, when a microburst can throw straight-line winds near 100 mph through a hillside neighborhood and put palo verde, mesquite and ironwood down across drives and fences. There is nothing under any of these houses — slab-on-grade throughout — so the cleanout volume is garage, attic and patio.

What we know about working in Fountain Hills

Access is the entire conversation in Fountain Hills, and we would rather have it on the phone than in your driveway. A roll-off needs a straight pull and vertical room to raise the hoist arm, and a steep drive that turns at the top will beat both. On a slope, a loaded box wants to move, so we set with the load facing the right way and we chock and board every time. If the drive is too steep or too tight we will say so and set at the street end instead. Tell us the grade, the surface, whether it is pavers, whether there is a turn, and what is overhead. The town runs its own permit desk and its own right-of-way rules, separate from both Mesa and Scottsdale, so a street set is the town’s permission and nobody else’s. Maricopa County Air Quality still governs dust and asbestos here: Rule 310 wants a dust control permit at a tenth of an acre disturbed, loads leave with at least three inches of freeboard under a tarp, and when wind carries visible dust over the property line the work stops. That last one matters more on an exposed hillside than it does on the valley floor. Hillside landscape work throws off boulder, granite and caliche, all of which we size as weight loads in small containers and swap. Washes are not a place to stage debris. Getting a truck to you

Country Club Drive out of Mesa becomes the Beeline Highway, north to Shea Boulevard and east into town — about forty minutes from the yard. Coming back from a Scottsdale job we take Shea west from Loop 101 instead. The Bush Highway from Power Road is a pretty run past Saguaro Lake but it is slow and we only use it when the timing suits. Inside the town, Saguaro and Palisades carry everything. Before booking we need the grade and surface of the drive, whether it turns, what is overhead, whether there is a wash on the property, and whether the load is roofing, hillside rock or household. Grade decides the container.

Permits, streets and placement in Fountain Hills

On a private driveway in Fountain Hills you generally do not need a permit at all. Placement in the public street or right-of-way is a different matter, and here the requirement follows the address rather than the county: in Mesa a street placement needs a City of Mesa Temporary Traffic Control (barricade) permit — 480-644-4882, barricade@mesaaz.gov — and Gilbert, Chandler, Tempe, Scottsdale, Queen Creek, Paradise Valley and Apache Junction each run their own equivalent desk with their own form and lead time. Where the road is a state route, ADOT is the authority instead of the city. Sidewalks and alleys stay clear either way, and in the HOA and master-planned parts of Fountain Hills the CC&Rs commonly decide where a container may sit and for how many days, so check with the association first. Sort the approval before you book the delivery. It is a ten-minute call that saves a week.
