Ahwatukee is part of the City of Phoenix, which surprises people every single time. It is not a town, it is not in Chandler and it is not unincorporated — it is a piece of Phoenix physically separated from the rest of the city by South Mountain, reached by going around rather than over. For us that means Phoenix solid waste, Phoenix permits and Phoenix right-of-way rules on a job that geographically feels like the East Valley. It is also the longest west-side run we make, about forty-five minutes down US-60 and I-10, or the Loop 202 South Mountain if we are coming from the north.

The area built out from the late 1970s through the early 2000s in a series of planned communities pushed up against the South Mountain preserve — Lakewood, Mountain Park Ranch, the Foothills, Club West and the custom estates. The older northern part is 1970s and 1980s: lower-pitched roofs, some original shake long since converted to tile, mature landscaping and larger lots. The southern Foothills end is 1990s and 2000s stucco and concrete tile on hillside and hillside-adjacent lots, with block walls, view fencing and decomposed granite yards. Everything is on a slab.

The work here is first-and-second-refresh residential, and a lot of it. Tile roofs from the 1990s are due. Pools from the same era are being resurfaced or taken out, which means gunite, deck concrete and caliche. Kitchens and baths are coming out of 1980s houses. Landscape rock is being replaced wholesale. And in the monsoon season, from 15 June to 30 September, the desert edge takes wind damage — palo verde and mesquite are shallow-rooted and go over readily in a microburst, and view fencing and roof tile come off with them. On the mountain side there is also a genuine wildfire-clearance element, with property owners thinning brush back from structures.

The jurisdiction point is the practical one: Ahwatukee is the City of Phoenix, so a container in the street is a Phoenix right-of-way question, not a Mesa barricade permit and not Chandler’s. Phoenix runs its own solid waste and its own household hazardous waste arrangements, and the Mesa household hazardous materials facility is for Mesa utility customers only. On the driveway, which is where nearly all of our sets go, no city permit is published as required. HOA is the more common constraint, and Mountain Park Ranch, Lakewood, the Foothills and Club West all have associations with views on container placement and duration — get your window before we schedule. Physically the north end is straightforward: wide drives, wide streets, easy sets. The Foothills end has slope, and slope on a hillside lot means we set the load facing the right way, chock it, and put boards down under the rails, and occasionally decline a drive that turns too tightly at the top. Maricopa County Air Quality governs dust and asbestos here just as it does in Mesa: a Rule 310 dust control permit once you disturb a tenth of an acre, three inches of freeboard and a tarp on every load, and work stops when wind carries visible dust across the property line. On a bare hillside lot at the edge of the preserve, that last one is not theoretical. Keep brush and green waste in its own container: palo verde, mesquite and creosote thinnings are bulky and do not compact, and burning them is prohibited across Maricopa County.

Getting a truck to you

US-60 west to I-10 south and off at Elliot, Warner, Ray or Chandler Boulevard, about forty-five minutes from the yard and longer in the morning peak on I-10. The Loop 202 South Mountain is the better line for the western end and for Desert Foothills Parkway. Chandler Boulevard runs in on the surface from the east. Before we book we want the HOA rules and day limit, the grade and surface of the driveway, whether the approach turns, what is overhead, and what the load is. Bear in mind this is a City of Phoenix address, so anything involving the street goes through Phoenix, not Mesa or Chandler.

Permits, streets and placement in Ahwatukee

On a private driveway in Ahwatukee you generally do not need a permit at all. Placement in the public street or right-of-way is a different matter, and here the requirement follows the address rather than the county: in Mesa a street placement needs a City of Mesa Temporary Traffic Control (barricade) permit — 480-644-4882, barricade@mesaaz.gov — and Gilbert, Chandler, Tempe, Scottsdale, Queen Creek, Paradise Valley and Apache Junction each run their own equivalent desk with their own form and lead time. Where the road is a state route, ADOT is the authority instead of the city. Sidewalks and alleys stay clear either way, and in the HOA and master-planned parts of Ahwatukee the CC&Rs commonly decide where a container may sit and for how many days, so check with the association first.
