Scottsdale sits north and west of us across the Salt River, and getting there is a lesson in how many separate governments this valley contains. Straight north of Mesa the river bottom is the Salt River Pima-Maricopa Indian Community — sovereign tribal land, its own jurisdiction, not the city and not the county — and the Salt River Landfill where a good deal of East Valley debris ends up sits on it. Our usual line into Scottsdale is Loop 202 Red Mountain west and then Loop 101 Pima north, which runs along the community’s western boundary the whole way.

The city is long and thin and it changes character every few miles. South Scottsdale, below McDowell and Thomas, is postwar block ranch on modest lots — 1950s and 1960s, flat and low-slope roofs, carports, original single-car drives, and now a heavy remodel and scrape-and-rebuild market. Old Town is the tourist middle. McCormick Ranch and Gainey Ranch are 1970s and 1980s planned communities with lakes, mature landscaping and tight HOA control. North of Shea it turns into 1990s and 2000s desert-style building — stucco and concrete tile, hillside lots, cut-and-fill pads, natural area open space and view fencing, running up into the McDowell Sonoran Preserve.

That range means the container work ranges too. South Scottsdale gives us whole-house remodels, teardowns and estate cleanouts in pre-1980 stock. The ranch communities give us kitchen and bath gut-outs, pool deck removal and rock yard replacement, all under an HOA that will have an opinion about the container. North Scottsdale gives us hillside access problems, long steep paver drives, and the heaviest debris we handle anywhere — boulder, decomposed granite, caliche and gunite from pool demo. Nothing here has a basement or a crawlspace; every one of these houses is on a slab.

What we know about working in Scottsdale

Scottsdale runs its own permit desk, its own solid waste utility and its own hillside and environmentally sensitive lands rules on the north end, and none of it overlaps with Mesa. Confirm anything that touches the right of way with the city before delivery. Placement in south Scottsdale is a driveway question — single-car drives, block walls, mature citrus and olive close in — and in north Scottsdale it is a slope and surface question. Paver drives are common up there and pavers do not forgive a loaded roll-off: we set on protection boards, and on a steep or turning approach we will often set at the top and let you carry down rather than risk the surface. Long private drives, gate codes and guard-gated entrances all need sorting before we roll, because a truck that cannot get through a gate is a wasted morning for both of us. On disposal, remember which jurisdiction you are actually in: the landfill north of the river is on Salt River Pima-Maricopa Indian Community land, Scottsdale is the city, Maricopa County Air Quality governs dust and asbestos across all of it. Rule 310 requires a dust control permit once you disturb a tenth of an acre, loads leave the site with at least three inches of freeboard under a tarp, and when wind carries visible dust across the property line, work stops and the surface gets stabilised. Getting a truck to you

Loop 202 Red Mountain west to Loop 101 Pima north is the standard run, roughly thirty minutes to the Old Town area and closer to forty-five for anything north of Shea Boulevard. McDowell Road west to Scottsdale Road is the surface alternative for the south end. Before booking we need the gate code or guard-gate arrangement if there is one, the surface and slope of the drive, whether it is pavers, whether the approach turns, what is overhead, and what the debris actually is. On the north side we also want to know how much of the disturbed area is bare ground, because dust control obligations start at a tenth of an acre.

Permits, streets and placement in Scottsdale

On a private driveway in Scottsdale you generally do not need a permit at all. Placement in the public street or right-of-way is a different matter, and here the requirement follows the address rather than the county: in Mesa a street placement needs a City of Mesa Temporary Traffic Control (barricade) permit — 480-644-4882, barricade@mesaaz.gov — and Gilbert, Chandler, Tempe, Scottsdale, Queen Creek, Paradise Valley and Apache Junction each run their own equivalent desk with their own form and lead time. Where the road is a state route, ADOT is the authority instead of the city. Sidewalks and alleys stay clear either way, and in the HOA and master-planned parts of Scottsdale the CC&Rs commonly decide where a container may sit and for how many days, so check with the association first. Sort the approval before you book the delivery. It is a ten-minute call that saves a week.

Two more rules reach every job we run. Dust and asbestos are handled at county level: across Maricopa County that is Maricopa County Air Quality — Rule 310 for fugitive dust, with a permit required once you disturb 0.10 acre (4,356 square feet) and loads leaving covered with at least three inches of freeboard, and Rule 370 for asbestos, which wants notification at least ten business days before any demolition or renovation and applies whether asbestos is present or not. For addresses over the line in Pinal County the asbestos programme runs through ADEQ instead. Before anything is dug, trenched or a stump pulled, call Arizona 811 at least two full working days ahead.
