Las Sendas is one of our nearest jobs and one of our most demanding, which is an unusual combination. It is part of Mesa — north-east corner, up against the Usery foothills, City of Mesa services and City of Mesa permitting throughout — but it is built on ground that behaves nothing like the rest of the city. We are there in about fifteen minutes: Power Road north from McKellips, or straight out McDowell if we are already east.

The community went in from the mid 1990s through the 2000s as a hillside development, and hillside is the operative word. Streets climb, lots are cut and filled into slope, driveways run up or drop away from the road, retaining walls of block and boulder hold the pads in place, and view fencing looks out over the valley or back at Red Mountain. The houses are stucco with concrete tile, generally larger than the Mesa average, with three-car garages, casitas and pools. Twenty-five to thirty years on, they are all arriving at the same maintenance point together.

What we haul reflects that. Tile roof replacements and underlayment jobs are the headline — the tile itself may be fine but the underlayment beneath it has a service life, and a re-lay still means every tile comes off and a great deal of weight goes somewhere. Pool resurfacing and pool demolition, producing gunite, deck concrete and coping. Hillside landscape rebuilds moving boulder, decomposed granite and caliche. Kitchen and bath remodels in houses whose original finishes are now dated. And monsoon storm work, because an exposed hillside neighborhood catches the full force of a microburst and puts palo verde, mesquite and sections of view fence down. It is slab-on-grade like everywhere in Mesa, so cleanout volume is the garage, the casita and the attic hatch.

What we know about working in Las Sendas

This is a Mesa address, so the city rules apply exactly as they do downtown: the black and blue barrels weekly, the green yard-waste barrel opt-in and paid at $8.27 a month on a six-month minimum, and a bulk collection service that is appointment-based, charged from $31.00 a load, and explicitly refuses construction and remodelling materials. That last point is why we get called. Mesa’s green barrel also bans palm fronds, oleander, cacti and rock outright, which covers most of what a Las Sendas yard produces. Anything in the public way needs a City of Mesa Temporary Traffic Control (barricade) permit — 480-644-4882 or barricade@mesaaz.gov — and on these narrow hillside streets a street set is rarely the right answer anyway. The gate and the grade are the real issues. Give us the gate arrangement when you book. On the drive itself, we need a straight pull and vertical clearance to raise the hoist arm, and a steep approach that turns near the top is the combination that defeats us. On a slope a loaded container wants to travel, so we chock it, board it and set it with the fall in mind, and we will decline a placement we do not think is safe rather than risk it. Getting a truck to you

Power Road north from McKellips to McDowell puts us at the entrance in about fifteen minutes, and McDowell east is just as quick if we are already out that way. From the freeway it is Loop 202 Red Mountain to Power and north. Once inside, Eagle Crest Drive carries most of the traffic and the side streets climb steeply off it. Before we book we want the gate arrangement, the grade and surface of the drive, whether the approach turns, what is overhead, and what the load is. On a hillside lot the grade decides the container size before anything else does, including the volume of debris.

Permits, streets and placement in Las Sendas

On a private driveway in Las Sendas you generally do not need a permit at all. Placement in the public street or right-of-way is a different matter, and here the requirement follows the address rather than the county: in Mesa a street placement needs a City of Mesa Temporary Traffic Control (barricade) permit — 480-644-4882, barricade@mesaaz.gov — and Gilbert, Chandler, Tempe, Scottsdale, Queen Creek, Paradise Valley and Apache Junction each run their own equivalent desk with their own form and lead time. Where the road is a state route, ADOT is the authority instead of the city. Sidewalks and alleys stay clear either way, and in the HOA and master-planned parts of Las Sendas the CC&Rs commonly decide where a container may sit and for how many days, so check with the association first. Sort the approval before you book the delivery. It is a ten-minute call that saves a week.

Two more rules reach every job we run. Dust and asbestos are handled at county level: across Maricopa County that is Maricopa County Air Quality — Rule 310 for fugitive dust, with a permit required once you disturb 0.10 acre (4,356 square feet) and loads leaving covered with at least three inches of freeboard, and Rule 370 for asbestos, which wants notification at least ten business days before any demolition or renovation and applies whether asbestos is present or not. For addresses over the line in Pinal County the asbestos programme runs through ADEQ instead. Before anything is dug, trenched or a stump pulled, call Arizona 811 at least two full working days ahead.
