Eastmark is Mesa, not a separate town, but it does not look like the rest of the city and it does not behave like it either. It is a large master-planned community in the south-east corner of Mesa, built from 2013 onward on the ground that used to be General Motors’ desert proving grounds, and it is still going up. Ellsworth Road straight south from the yard takes about half an hour. City of Mesa rules apply here in full — Mesa solid waste, Mesa permits, the Mesa Temporary Traffic Control programme for anything in the street — but layered over the top of that is an unusually organised HOA and, in the newer phases, an active builder controlling the street.

The housing is the newest we work in. Everything is 2013 or later: tight lots, alley-loaded garages in some villages, front-loaded in others, concrete tile and flat-tile roofs, block property walls, and back yards that were handed over as bare graded dirt. There is no ageing housing stock here at all and no pre-1980 asbestos worry, which makes it one of the simpler markets on paper. What it does have is the whole first cycle of new-build work compressed into a few years.

That is where our containers go. Builder punch-out and construction debris on the active phases. New-owner landscape installs, which in Eastmark means moving spoil, caliche and builder-grade granite out to make room for pavers, turf, planters and a pool. Pool excavation spoil in quantity, because almost nobody here bought with a pool in. Garage build-outs, cabinetry and storage systems. And now, ten years into the oldest streets, the first proper remodels are starting. Slab-on-grade throughout, post-tension, so nothing gets cut or cored without a scan, and cleanout volume comes out of the garage and the attic hatch and nowhere else.

What we know about working in Eastmark

Two authorities matter in Eastmark and you need both. The first is the City of Mesa, because this is a Mesa address in every respect: Mesa collects the black and blue barrels, the green yard-waste barrel is opt-in and paid at an extra $8.27 a month on a six-month minimum, and Mesa’s bulk collection is appointment-based and charged from $31.00 a load. Crucially, that bulk programme explicitly refuses construction and home remodelling materials, which is exactly what a new-build punch-out or a landscape install produces — see our Mesa permit notes and mesaaz.gov. Anything restricting a public way needs a City of Mesa Temporary Traffic Control (barricade) permit; call 480-644-4882 or email barricade@mesaaz.gov for your address. The second authority is the association, and in Eastmark it is thorough: placement, duration and sometimes the day of delivery are all covered by the CC&Rs, and on active builder streets the builder has a say as well. Get both cleared before we roll. On the ground the constraint is space. Lots are tight, front setbacks are short, and in the alley-loaded villages the alley is narrow with utility drops overhead. We frequently set a 15 where the debris would justify a 20, simply because it fits. Landscape and pool spoil is the heavy work here — caliche and granite are weight loads, sized small and swapped — and once a pool excavation or a whole-yard install disturbs a tenth of an acre, Maricopa County Air Quality Rule 310 wants a dust control permit first. Getting a truck to you

Ellsworth Road south is the direct run and takes around half an hour from the yard with no freeway needed. Loop 202 Santan east to Ellsworth is faster in the morning peak, and SR-24 serves the southern edge. Inside the community the streets are new and wide but the lots are tight and several villages are alley-loaded. Before we book we need the village name, the HOA approval and day limit, whether the builder is still controlling the street, whether the garage is front or alley loaded, the width of the alley if that is where the container goes, and whether the load is construction debris, landscape spoil or household.

Permits, streets and placement in Eastmark

On a private driveway in Eastmark you generally do not need a permit at all. Placement in the public street or right-of-way is a different matter, and here the requirement follows the address rather than the county: in Mesa a street placement needs a City of Mesa Temporary Traffic Control (barricade) permit — 480-644-4882, barricade@mesaaz.gov — and Gilbert, Chandler, Tempe, Scottsdale, Queen Creek, Paradise Valley and Apache Junction each run their own equivalent desk with their own form and lead time. Where the road is a state route, ADOT is the authority instead of the city. Sidewalks and alleys stay clear either way, and in the HOA and master-planned parts of Eastmark the CC&Rs commonly decide where a container may sit and for how many days, so check with the association first. Sort the approval before you book the delivery. It is a ten-minute call that saves a week.

Two more rules reach every job we run. Dust and asbestos are handled at county level: across Maricopa County that is Maricopa County Air Quality — Rule 310 for fugitive dust, with a permit required once you disturb 0.10 acre (4,356 square feet) and loads leaving covered with at least three inches of freeboard, and Rule 370 for asbestos, which wants notification at least ten business days before any demolition or renovation and applies whether asbestos is present or not. For addresses over the line in Pinal County the asbestos programme runs through ADEQ instead. Before anything is dug, trenched or a stump pulled, call Arizona 811 at least two full working days ahead. Mesa collects bulk items. Why do I need a container?

Because Mesa’s bulk programme will not take what an Eastmark job produces. It is appointment-based and paid, from $31.00 a load, and it explicitly refuses construction and home remodelling materials, appliances, tires, hazardous waste and anything over 60 pounds. It is a good service for furniture, mattresses, carpet and palm fronds. It is no use at all for drywall, tile, lumber, landscape rock, caliche or pool spoil. The city’s self-haul option caps at 2,000 pounds once a month, and a single load of granite passes that before the trailer looks full.

Where can the container sit on a tight new-build lot?

Usually on the driveway, and usually a smaller box than the debris alone would suggest. Front setbacks in Eastmark are short, so a 20 can overhang the sidewalk on some lots, and the sidewalk has to stay clear. In the alley-loaded villages we can often set in the alley if it is wide enough and the overhead is clean. We are putting in a pool and a back yard. How much container do we need?

More than you think for the spoil, and less volume than you think per box. Excavation spoil, caliche and builder granite are weight loads — rock alone runs about 1.3 to 1.5 tons per cubic yard — so we work in 10s and 15s with swaps rather than dropping a 30 that cannot legally be moved once loaded. Much of the excavation spoil is normally hauled by the pool contractor, so confirm what is yours to remove. If the disturbed area reaches a tenth of an acre, a county dust control permit is required first.

How quickly can you deliver a dumpster to Eastmark?

Eastmark is about 16 miles south-east of our Rosemont Road yard, so it is a routine run for us. Same-day delivery is usually possible if you call before about 11am, and next morning otherwise.
